Anything to do with compliance with Statutory Regulations for Biogas Plants

Regulations

I am writing a paper on AD and was wondering if there are any regulations that should be followed.

There is quite a list which (for the UK) you will need to research which generally includes Planning Permission, for which you may have to provide an Environmental Assessment (EA) and other reports. If you are processing waste in your biogas digester then a Waste Management Licence may be needed, or possibly a PPC Permit (largest/most complex plants). Although, the plant emissions are usually covered within the WML and PPC Permit, if you want to discharge any surface water run-off from the plant area into a watercourse or sewer you may have to be licensed for that discharge separately.

Then there are the regulations that apply to the prevention of the spread of diseases through inadequate sanitisation of the biomass known as the ABPR (Animal By-Product Regulations). These apply (UK) when a plant operator accepts Food Waste and the rules are quite complex. The State Veterinary Service administers these.

The there are the normal construction safety regulations CDM (as revised in 2007), the DSEAR (ATEX) Regs., and possibly also Building Regulations (local building regulation - fire protection regulations applied in London for example).

There are also regulations about what can be spread on land which will need to be considered for the digestate products.

This is not an exhaustive list. Maybe other Forum Members will add, other nations regulations, and any further regulations and links to UK regulator sites they know of.

We have added a Anaerobic Digestion Plant regulation list page http://anaerobic-digestion.com/html/ana ... t_regu.php .

Good luck with your paper.
